BAUGHURST PARISH COUNCIL

Minutes of a meeting held on Tuesday 30 June 2009

7.30 pm, Wolverton Village Hall

 16.       Minutes of the last meeting

The Minutes of the meeting of 2 June 2009, copies of which had been circulated, were taken as read and approved, after the addition of ‘and the owner of the property’ at 6(122) 105 Long Grove.

 17.       Declarations of interest

Councillors were reminded that, for those with any interest to be disclosed in relation to any item included n the agenda for this meeting, it was their duty to do so at the appropriate agenda item (as required to be disclosed by Section 96(1) of the LGA 1972, and in accordance with the Parish Councils Order 2001).

 18.       Matters arising from the Minutes

(6)        Wolverton Lane

Further instances of foul smelling effluence had occurred, and it was agreed that Environmental Health at BDBC would be called out whenever this was repeated.  HCC are also to be further urged to take remedial action to improve the condition of the ditches at either side of the highway.

(6)        105 Long Grove

A meeting is to be convened with the solicitors acting for Council, and the Chairman and Clerk.

(6)        Forms of declaration – The Withies

Forms were now available, and would be distributed by Cllr Terrett.

(6)        Right of Way 2

BDBC had agreed to provide a litter bin.  Improvement of the pavement had been put on HCC’s rolling programme.

(12)      Wolverton field and Long Grove

Replacement items for damaged play equipment had been placed on order.

(13)      Douro Close – overhanging tree

Contractor to be asked to investigate condition of tree.

(14)      Village 30 – repeater signs along Brimpton Road

A response had been received from the Village 30 team, stating that they were regulated by strict instructions regarding the use of a ‘new 30 mph speed limit in force’ sign.  As the existing 40mph limit was replaced with a new 30 mph speed limit, and no existing 30 mph limit existed prior to this, the regulations do not permit its use.  Legal restrictions also exist on roads where the metered spaces between lamp posts meet highway requirements, and thus Brimpton Road is precluded from having ‘repeater’ signs.

 19.       County, Borough, BDAPTC and Police reports

The Chairman congratulated Cllr Tucker on her recent election success.  She reported on the introduction of parish lengthsmen in other parts of the County; her additional role helping the Councillor with portfolio for Education, which involved Safeguarding of Children. 

 She also advised the outcome of a meeting at Wolverton Townsend with Highways Officers and members of the public, which had resulted in the provision of ‘bend’ warning signs and road markings, including a textured section of road with rougher surface.  Wolverton Common is to be resurfaced in July.  The extension of the 30mph speed limit in Baughurst Road to ‘The Wellington Arms’ will hopefully take place by October.  Violet Lane is to have ditches cleared by JCB in an effort to contain the flooding.

 She confirmed that items still under review included provision of an extension of the 40mph speed limit at Wolverton Common from St Catherine’s church to the A339; Axmansford and Wolverton Townsend.  These would not be addressed by the Village 30 programme (funded by central government), which has now closed, and where their original application had been unsuccessful as they failed to meet the stringent criteria laid down by government.

 Borough Councillor Round discussed SHLA (Strategic Housing Land Assessment), where sites outside of or adjacent to settlement boundaries are identified and considered for inclusion in future Local Plans, providing approval has been given with the Local Development Framework.  Certain areas within Tadley and Baughurst fall within this sphere, and were neither accepted nor rejected.  Should any proposals surface, however, these will be considered after public consultation.

 He also gave an update on the situation with the Health and Safety Executive and local housing, and advised the forthcoming Boundary Hall site application to be held this week, which is considered to be a test case. 

 Borough Councillor Bound spoke about excessive speed limits in Heath End Road, and noted concern over broken glass found in Long Grove play area.  Community Wardens are to be asked to include the area in their rounds, and the maintenance contractor to be asked to increase surveillance and clearance. 

 Cllr Slatford commented on recent items raised by BDAPC, including an overall review by BDBC on a combined refuse collection contract, street cleansing and grass cutting.  The Clerk advised a recent Sustainability of Communities survey held by BDBC, where Clerks from all three neighbouring Councils had been unable to confirm or deny the information provided, as it encompassed all the areas under the aegis of ‘Tadley’.

 20.       Open forum

Two members of the public spoke of their frustration at their failure to achieve traffic calming through Wolverton Townsend, despite meetings with HCC highway engineers.  They noted that this Council had applied for a 30 mph speed limit via Village 30, which had been unsuccessful based on criteria, and that efforts would be redoubled in an effort to provide this. The Chairman explained that, as the Police are not able to enforce lower speed limits, measures must be put in place in the highway to reduce speed before a lower limit is imposed.   In the interim, HCC would be asked by this Council to consider provision of traffic calming methods suitable for the carriageway.  A petition was received and would be forwarded to HCC.  The Chairman explained that, as the Police are not

Accidents would be noted via Council.  HCC are also to be asked to improve drainage on either side of the carriageway, which would reduce the risk of accident in poor weather when pooled water freezes. 

21.       Finance

The latest financial statement was received and noted.

b)         Hourly rate for maintenance contractor, and mileage rate

The hourly rate was increased to £7.50, and the mileage rate remained at 55p.

c)         Wolverton Village hall – grant application

Approval was given to a grant of £500, under Section 137 of the LGA 1972, for the benefit of the area and its inhabitants.  (Cllr Langley declared an interest and left the room).

d)         Local Administration – Charles Arnold-Baker

Approval given to the purchase of the 8th edition, at £67.  The author, aged 90, had recently died.

Matters were still progressing between HCC and various residents of Haughurst Hill.  No further information had been received.

  • Land to rear of Hurst Community College (FP4)

The cost of a low post and rail fence in common with other areas in Baughurst was agreed at £297.00.  However, it was further agreed that a similar cost should be investigated for the eastern side of the pathway.  Written approval from the residents involved also needs to be obtained before any works can be carried out.

  • Brimpton Road

No further action had been taken with a view to requesting double yellow lines along the length of the road, as the Village 30 works had taken precedence.

  • Kissing gates

Following approval of a further £1000 grant in this financial year, HCC, via County Councillor, Tucker are to be asked whether they would be prepared to match this figure.  Also agreed that the Clerk would try to liaise with the landowner and HCC with a view to replacing the stiles on Footpaths 24 and 25 with kissing gates. 

  • Footpaths booklet

Cllr Ayre had identified and sketched the outline of a circular walk which led down through and beyond Little Aldershot.  Three other areas were identified, and are to be researched for suitability.  Neighbouring Councils are to be notified of our intention to publicise walks which may lead through or to their parishes. 

  • HCC rights of way

The structure of the Rights of Way Team at HCC had changed.  Problems are to be reported via the internet to a centrally controlled unit, and we will have a local ‘ranger’ who will report to our Rights of Way officer, who remains the same.

24.       Highways and Rights of Way

a)         Baughurst Road/Pound Green triangle

A road closure will take effect from 21 September 2009 to enable various works to be carried out at this junction.

b)         Old Forge shops

No further information had been received from HCC.

c)         Baughurst Road

Landowners are to be asked to prune overhanging hedges.
